No. Scanning is not metered on any plan, including Starter. You are priced on locations and users, so a busy month never costs more than a quiet one.

One location is one site that holds stock — a restaurant, a hotel kitchen, or a central commissary. Starter covers one, Growth up to three, Scale up to ten. Anything beyond that is Enterprise.
